We know the overall aim is preserving the language. But that alone doesn't tell us which principle guides the decisions about teaching, writing, or standardization. This is an open search: the answer needs support in how the communities actually make those choices.

Working the answers

  • A

Sound-to-symbol correspondence matters, but it isn't made the overriding concern. The discussion warns that insisting on a perfect match can become an obstacle.

  • B
    Correct

Paragraph 2 says methods should offer the best practical and cultural fit. Paragraph 4 explains the Utes' flexible spelling policy through “the community's needs.” Those are two concrete decisions guided by the people and culture the teaching serves.

Always is strong, but it doesn't automatically disqualify an answer. B states a priority: keep those needs foremost when deciding how to teach and whether to standardize. The explanations for the program's design and flexibility support that priority.

  • C

The majority culture's influence matters to this choice. Defenders write the languages down because oral traditions are declining; oral preservation remains possible if communities avoid the influences that undermine it. Ignoring those conditions would ignore why one method might be needed.

  • D

The sequence is backward. Instruction moves from simpler to more complex usage, not hardest concepts first.

  • E

No majority-vote rule for spellings is proposed. The Utes allow understandable variants. What serves a community's needs isn't necessarily whichever spelling wins a vote.
