Reading the passage
The final paragraph supplies a useful standard for judging regulation: would it improve on what actually happened? The author concedes that some excavations would fall below professional standards and some people would evade the rules. Those admissions don't lead to abandoning the proposal; the author still considers it a better outcome.
Working the answers
- A
Professional archaeologists are associated with better excavations, but aren't given a required role in approving legislation. Expertise in carrying out the work doesn't establish a legal veto over the rules.
- B
The goal is preserving cultural knowledge, not maximizing the number of objects retained within the country. The proposed export tax actually anticipates that some objects would leave, while funding purchases of important pieces.
- CCorrect
The author acknowledges that some participants would still evade the requirements (paragraph 4), then asks whether the system would nevertheless have been better. Benefits do not require perfect compliance. Even an imperfect system could preserve more records and information than the failed ban did.
- D
No particular level of punishment is required or discussed. A concern about enforcement doesn't establish that very strict penalties are necessary.
- E
Nothing compares simple regulations with complex ones. The author argues for a more workable approach without claiming that ease of understanding determines which regulations are most effective.
