Reading the passage
The planners give us a relationship that runs in both directions. Neighborhood design affects how people interact: separated destinations put them in cars, while shared spaces create opportunities to meet. At the end, we learn that zoning policies also reflect people's values. People's priorities help produce the layout, and the layout can then shape their experience of one another.
What we’re looking for
Keep that two-way connection in mind as we check what they would agree with.
Working the answers
- A
“Primary” goes too far. Time spent driving matters, but the planners also discuss economic separation and the absence of gathering places. They don't rank travel time above every other influence on civility.
- B
No information establishes how little power private citizens have to influence zoning. A criticism of existing policy isn't an assessment of citizens' ability to change it.
- C
We don't learn that suitable jobs are readily available in the suburbs without commuting to an urban center. The discussion of where businesses are located doesn't establish this employment claim.
- DCorrect
The spatial arrangement influences attitudes and is influenced by them. The traffic and gathering-space discussion supports the first direction; the final paragraph's connection between values and policies supports the second. Both halves have a basis in the text.
- E
This says values should not affect design. The planners instead want people to examine the values that do affect design and their consequences. Asking for better priorities doesn't mean eliminating values from planning.
