Reading the passage
The last paragraph brings in a new obstacle: many citizens view law as a tool of oppression. My first prediction is that it introduces that problem and discusses overcoming it.
What we’re looking for
Let's make the sequence more precise. We get the distrust, examples of how people act on it—avoiding taxes and breaking parking laws—and something the government must do: show that law can now help bring about justice.
Working the answers
- A
The paragraph opens with the problem, not a solution. The tax and parking examples show the problem in action; they aren't methods for solving it.
- B
Past oppression does provide background for the distrust. But we never review or criticize past efforts to solve it, so this sequence doesn't fit.
- C
There isn't a list of possible solutions followed by an argument for one. The ending identifies something necessary for success.
- D
The problem hasn't disappeared. The last sentence explains what the government still needs to show its citizens.
- ECorrect
The negative image of law is the problem; tax avoidance and parking violations are specific ways it shows up. Changing citizens' understanding of law is an essential part of the solution. That last phrase fits a requirement for success without claiming we've received a complete plan.
