Reading the passage
These sentences give us background: here's how the old system worked, and here's how the new one will work. Parliament used to counteract judges' rulings by passing new laws. Now a constitutional court will examine laws against constitutional rights. More precisely, then, we're looking for a comparison between the two arrangements.
Working the answers
- A
Parliament's role under the new constitution is only part of the comparison. This leaves out the old arrangement and the court's new role.
- B
Nobody argues for giving final authority back to parliament. We're being shown what is changing.
- CCorrect
The fourth sentence describes parliament's former power. The fifth begins “Under the new system, however,” and introduces constitutional review. That contrast explains the different kind of legal practice lawyers must learn.
- D
Describing the court's role isn't criticizing its creation. The author identifies challenges in making the new system work, not a reason to oppose the court.
- E
The bill of rights supplies the standard the court will use. These sentences explain how the new arrangement functions, not why a bill of rights was included.
