Reading the passage
Why identify BRI as a failing state-controlled rural lender before describing its successful savings accounts? That background connects BRI to the opening's unsuccessful approach. It also makes the change striking: an institution that had been failing found a way to meet a real financial need.
Working the answers
- A
The sentence connects BRI with the state-bank approach described earlier in A. It doesn't set up a comparison of three organizational histories, and SafeSave isn't discussed in A at all.
- B
BRI is rural, but the author doesn't identify rural location as the reason for its failure. Its later success also works against turning this into an argument about the special difficulty of serving rural customers.
- C
Knowing that BRI was failing might make a change understandable. But the author doesn't tell us that failure caused BRI to choose savings accounts. The sentence supplies its background; it isn't an account of how management decided on that product.
- D
B doesn't claim that only grassroots institutions can succeed. Nor does being state-controlled, by itself, tell us an institution's size or how locally it developed.
- ECorrect
A first says that government-created banks, especially those financing the rural poor, have mostly been disastrous. Calling BRI a “failing state-controlled rural lender” places its earlier form squarely in that category before explaining its successful transformation.
