Reading the passage
How is the author using quality of life here? Follow the connection between the last two sentences. The author says the relationship between debt and quality of life is unknown, then points out that debt pressure might restrain spending that harms the environment. That environmental consequence is relevant because environmental health is part of the quality of life being discussed.
Working the answers
- A
International trade is part of the proposed route from debt repayment to environmental harm. A country's trade balance isn't identified as the component of quality of life at issue.
- B
The amount spent isn't itself the measure. Spending could support a helpful environmental program or a harmful project, so more spending doesn't automatically mean a better quality of life.
- C
Debt is the factor whose relationship to quality of life is being investigated. It isn't thereby a component of what quality of life means.
- DCorrect
The final examples concern dams, roads, fertilizer, and pesticides because their environmental effects bear on people's quality of life. The author's uncertainty about those effects helps explain the uncertainty about the debt–quality-of-life relationship. That reasoning treats environmental health as a central component.
- E
Economic health may matter to quality of life in ordinary discussion, but this question asks how the author uses the phrase. The relevant connection is to environmental damage or protection, not a general assessment of the economy.
