Reading the passage
This asks what falls outside B's scope, not what B would forbid. A project can violate a rule precisely because it falls within the category the rule governs.
What we’re looking for
Use the definition: traces of human existence underwater for at least 100 years, whether partially, totally, or periodically. A recent wreck, a nonhuman object, or something without the required underwater history could fall outside. The project's ownership or commercial purpose isn't the defining test.
Working the answers
- A
Private treasure hunters may conduct an activity the convention opposes, but that doesn't put an old human shipwreck outside its scope. The eighteenth-century fleet is the kind of material the rules address.
- B
The nineteenth century is the 1800s, not the 1900s. An old shipwreck in a lake is still underwater human heritage; neither unknown origin nor fresh water creates an exemption in the definition.
- C
The long-submerged ancient city contains traces of human existence with the required underwater history. A city needn't be a shipwreck to qualify.
- DCorrect
A ship that sank in 1970 had not been underwater for 100 years in the period of this 1999 convention and early-2000s report. It fails the time requirement. Its private ownership isn't what puts it outside the definition.
- E
Recently exposing old submerged artifacts doesn't erase their underwater history. The definition includes material that has been periodically underwater, not just objects that remain submerged at the moment of recovery.
