Reading the passage
Which group's views are we applying? These are the advocates who thought encouraging respect was too weak. They wanted member states required to take action on human rights issues.
What we’re looking for
Faced with documented abuses, they would favor a response that requires the responsible government to remedy them. Another expression of disapproval would fall short of the stronger obligation they sought.
Working the answers
- ACorrect
After confirming the evidence, the UN insists on prompt remedial action by the member state's government. That means requiring the government to address the abuse, which matches the advocates' demand for action rather than encouragement alone.
- B
The account gives us no unanimity requirement favored by these advocates. This makes agreement on a response the focus, without specifying action to remedy the abuses.
- C
A critical report and a censure vote would express disapproval. They do not require the offending government to change its conduct. That is the relevant shortcoming; issuing a report is an activity, but not the remedial obligation these advocates wanted.
- D
Leaving the issue to the member state's discretion runs against imposing an obligation to address human rights violations. It provides no requirement to remedy them.
- E
Further investigation and publicity might inform people, but they do not require the government to stop the abuses. The advocates' stated position supports moving from evidence and concern to obligatory action, as A does.
