The Universal Declaration of Human Rights (UDHR), approved(426 more words not shown)

By referring to the Universal(22 more words not shown)

Reading the passage

Read the phrase with the sentence immediately before it. The author identifies the UDHR's “nonbinding legal status,” then says that, despite its strong language and ideals, it remains purely programmatic. We are explaining a limitation: it sets out goals without making those goals legally enforceable.

What we’re looking for

Think back to the difference between declaring a rule and having the authority to require compliance. That is the issue here, even though the declaration can still influence later action.

Working the answers

  • A

Inspiring programs would be a possible benefit. This phrase occurs in the discussion of the document's weakness, not as praise for its ability to produce innovative government programs.

  • B

Turning ideals into clear standards could be an achievement, but the author is emphasizing that the standards are nonbinding. This gives the phrase the wrong job in its immediate context.

  • C

The drafting process involved debate, but this phrase does not describe the compromises needed to win approval. It describes the legal force of the completed document.

  • D
    Correct

The guidelines are not enforceable requirements under the declaration itself. That restates the preceding sentence's legal limitation and explains the contrast with its strong language.

  • E

No frustration at stubborn resistance is identified here. The author is assessing the document, not reporting the drafters' emotional response to the UN hierarchy.
