Reading the passage
How would the author make an agreement respond to changing river flows? Replace fixed quantities with proportional shares, or include an explicit plan for changed conditions. A proportion adjusts with the available supply: half of a smaller flow is a smaller amount. We need one of the proposed responses, not a policy we independently think sounds useful.
Working the answers
- A
Industrial development contributes to the problem described at the start. The author doesn't propose regulating it as the response to changing river flows.
- B
Protecting ecosystems is genuinely one of the draft articles' broad goals. But this answer doesn't give the author's proposed mechanism for adjusting water allocations when flows change. A relevant goal isn't the specific response asked for here.
- CCorrect
The final paragraph explicitly proposes allocating percentages of the available water instead of set quantities (paragraph 4). Because the allotted amount varies with the flow, this system can respond to a change in the water available.
- D
Changing thirsty agricultural practices might reduce demand. That could be worth considering outside this question, but the author never proposes it. Don't substitute a sensible new recommendation for the one actually given.
- E
Snowmelt appears as a possible cause of changed river levels. The author doesn't propose redirecting that runoff to other areas. Mentioning a source of water doesn't establish this particular plan for moving it.
