Reading the passage
Our overall assessment was: a step in the right direction, but incomplete. The author approves of the project's aims and wants a better way to address changing water supplies. Look for an attitude consistent with that combination. The right answer may capture one supported part of it without repeating the entire evaluation.
Working the answers
- A
We aren't given suspicions about the political motives behind the articles. Identifying a defect in a proposal doesn't mean distrusting the people who developed it.
- B
The author doesn't challenge the use of treaties in favor of some other kind of agreement. The suggested improvements still involve treaties; the issue is their flexibility, not whether treaties are uniquely viable.
- C
This substitutes enforcement for adaptation. A treaty violation involves a country failing to do what it agreed to do. The author's concern is that changed river flows can make the agreement's existing terms unsuitable, even without a violation.
- D
The articles codify existing customary principles. The author doesn't praise them for departing from customary practice; that description reverses the account of their origins.
- ECorrect
Calling the articles “a significant step forward” shows approval of the goals they pursue. The criticism concerns their failure to prepare adequately for environmental changes. Approving of the general aims is compatible with judging the current provisions inadequate.
