Reading the passage
“Affirmed” asks what the text actually says. This is broad enough that we don't need to guess which detail the answer will use. Let's check each claim, including any added explanation of why something happened.
Working the answers
- A
We aren't given advice about how broadcasters can best meet their economic goals. The FCC's attention to those interests doesn't establish that ignoring viewers is the most profitable approach.
- B
This supplies a reason for the FCC's policy: broadcasters supposedly advised it to exclude the public. That might sound plausible, but no such advice is described. Knowing the policy doesn't tell us who proposed it.
- C
The judge went over the FCC's head and revoked the license. That's the opposite of giving the agency ultimate authority over the renewal.
- DCorrect
The opening says citizens lacked the legal status required to make themselves heard (paragraph 1) unless their group was applying for a license. D carefully says speaking “as members of the public.” A group applying for a license had a different basis for participating, so that exception doesn't undermine this answer.
- E
The case changed access to the FCC. We have no history of citizens' successes against every other government agency. Calling this the first successful case involving government agencies goes much further than the evidence.
