Reading the passage

We've already predicted the main point: a church's legal challenge opened FCC licensing proceedings to the public. We want the case and its broader effect, not just the original dispute over segregation.

Working the answers

  • A
    Correct

This gives us both pieces. The church challenged the FCC's decision, and public input is now considered in licensing proceedings. The final paragraph describes that lasting change.

  • B

The biased programming started the dispute, but the broader change concerns who may participate in FCC proceedings. We aren't told that the agency abandoned policies encouraging biased coverage. B replaces the public's new access with a different result.

  • C

This isn't a general history explaining why government agencies must respond to the public. We follow one case involving the FCC and its consequences for broadcast licensing. “Government agencies” expands the claim well beyond that account.

  • D

More attention to the public doesn't necessarily mean less attention to broadcasters. The FCC could consider both. We aren't told that its responsiveness to the industry decreased.

  • E

The outcome sounds close, but how did it happen? The FCC resisted the church, even after being ordered to hold a hearing. A judge then intervened. E makes the change sound like the FCC's own decision in response to public pressure and leaves out the court challenge that drove the story.
