Reading the passage
The International Refugee Organization's definition came earlier and didn't include social group. The Convention added that category for people who should qualify but fell outside the existing categories. So the earlier definition left out some people the writer thinks deserved protection.
Working the answers
- ACorrect
The added safety net covers people who “should qualify for refugee status” but don't fit the enumerated categories. That explains what was missing from the earlier definition: some deserving asylum-seekers were outside its scope.
- B
The argument for gender-based claims relies on the social-group category that this earlier definition lacked. We aren't given a strong basis for those claims in the earlier document itself.
- C
This awareness explains the later Convention's flexible addition. We aren't told that the earlier definition recognized and accommodated that problem.
- D
The earlier definition didn't include social group at all. It therefore doesn't establish the significance of social-group persecution in the way this choice says.
- E
We learn what the definition included, not whether it prevented nations from refusing asylum. That would require information about its power over national decisions, which we don't get.
