Reading the passage
Why leave the boundaries open? The drafters wanted the category to handle “unanticipated situations.” They couldn't confidently list every kind of persecution that might need protection, so they left a flexible safety net.
Working the answers
- A
Nothing says the goal was to require consultation with the UN whenever a new case arose. That adds a procedure to the stated purpose of flexibility.
- B
The earlier International Refugee Organization definition lacked the social-group category. The Convention added it. We aren't told that the earlier organization had set this precedent for gender-based claims.
- CCorrect
Deliberately leaving room for unanticipated situations shows recognition that a complete advance list would be difficult. Otherwise, there would be no reason to add a flexible category for people who might not fit the specifically named grounds.
- D
Omitting gender from the list doesn't show that the drafters considered gender-based persecution less valid. The opening expressly says the omission does not reflect an intention to exclude those victims from protection.
- E
We aren't told why gender wasn't separately listed. In particular, nothing says it was an insignificant problem at the time. The choice adds a historical explanation that the text doesn't provide.
