Can a sovereign have unlimited legal power?(461 more words not shown)

The author mentions the English(16 more words not shown)

Reading the passage

Why tell us that England and France needed large amounts of capital? It shows why unreliable commitments were a serious practical problem. The monarchs wanted to expand their empires, and that required financing. Their freedom to disregard debts made the financing they needed harder to obtain.

What we’re looking for

This connects the abstract puzzle to something the sovereigns actually wanted to accomplish. Unlimited legal power could obstruct their own plans.

Working the answers

  • A

The example supports the value of credible commitments rather than casting doubt on it. Being able to reassure creditors would help the monarchs obtain needed capital.

  • B

Creditors' low opinion is explained by the monarchs' record of breaking commitments. The monarchies' need for money explains why that lack of confidence mattered so much to them.

  • C

The unlimited power has already been identified. Needing capital doesn't establish the extent of that legal power; it reveals a difficulty the power creates.

  • D
    Correct

Expansion required money, but unlimited power prevented the monarchs from making binding repayment commitments. The capital requirement therefore explains why this was an acute practical problem, rather than merely a puzzle about what all-powerful means.

  • E

A need for capital isn't evidence of a history of breaking commitments for short-term gain. The later account of their conduct addresses broken commitments. This sentence instead establishes what the monarchies needed and why difficulty borrowing would hurt them.
