Reading the passage

We've already predicted the main point: digitalization creates a difficult adjustment for copyright law. The existing rules don't clearly cover it, and adding a prohibition raises more questions about who is responsible and how to enforce it. The Canadian setting may appear in the answer, but that problem and its complications are what we need.

Working the answers

  • A

No legal challenges by Internet users are described. The complications come from the technology, enforcement, exemptions, and conflicting views of information—not reported lawsuits against the proposed law.

  • B
    Correct

This combines the recognized need for revision with the difficulty of making it effective. The long final paragraph develops exactly those complications, rather than presenting criminalization as an easy fix.

  • C

“Only a matter of time” makes an amendment sound inevitable. The discussion identifies problems that a revision would face; it doesn't predict when or whether those problems will be resolved.

  • D

This takes a position on what clearly ought to be criminal. It leaves out the central point about how complicated an effective response would be.

  • E

We aren't given a debate over the best punishment followed by agreement that the activity should clearly be criminal. That changes both the experts' discussion and its emphasis. The questions include what would count as an offense in the first place.
