Reading the passage
These experts propose a seemingly simple fix: add unauthorized digitalization to the activities prohibited by current law. Electronic reproduction rights would be protected just as other reproduction rights are. My initial prediction is an extension of the existing rules. We need to think through what extending them would carry with it.
Working the answers
- ACorrect
At first I hesitate: the experts don't expressly discuss the research exemption in that sentence. But they propose adding digitalization to the current law, and we later learn that this law allows exemptions for private study and research. Extending that framework supports carrying the exemptions over too. We don't need a separate statement from the experts repeating each existing exception.
- B
This removes the existing exemption. Simply adding digitalization to the current rules doesn't suggest that private study and research should lose their protection.
- C
This concerns a later copy made from a digitalized work. Whether each such copy should count as a separate offense is left unresolved. The experts' proposal doesn't establish that those copies should be exempt from criminal treatment.
- D
No lesser punishment for later copies is proposed. The question of their criminal status is open, let alone the appropriate penalty.
- E
“Just as they own rights” concerns comparable reproduction rights, not identical punishments. Equal ownership protection doesn't by itself establish equal penalties for two different acts. The experts don't make that comparison.
