Reading the passage
The new plan may sound good, but will the people funding it support it? That's why donors enter the discussion. The writer says its success depends on their response. I expect an answer about a condition for making the proposal work.
Working the answers
- A
Donors have tended to respond immediately after crises. That doesn't establish that they have resisted attempts to change relief programs. Losing interest over time and opposing a reform are different claims.
- B
We aren't told that donors' needs profoundly conflict with recipients' needs. The issue is getting support for a response that lasts beyond the initial emergency.
- CCorrect
Relief agencies cannot make this change alone. The opening sentence says success depends on the response of donors, a crucial group (paragraph 4), and the closing sentence recommends including donors in dialogue with affected communities. Their approach must change too.
- D
No disagreement over methods is described. D invents both shared views and a dispute between donors and agencies.
- E
Needing donors' cooperation doesn't establish that reform is unlikely, and disagreements among donors are never reported. This is a condition to address, not a prediction of failure.
