Reading the passage
Where are the community members in the plan? That's the key to our prediction. The third paragraph says they should help define the form and method of aid, with conversations beginning before a crisis. Look for a response based on their input, rather than merely a well-intentioned effort to send help.
Working the answers
- A
Choosing a cheaper dam proposal doesn't show that the officials consulted community members about what they needed.
- BCorrect
The plan was developed in consultation with community members before the flood. It then provides immediate shelter and helps rebuild houses later. That puts both the advance dialogue and the lasting response into practice.
- C
These agencies act independently and send large shipments and volunteers. We never learn that the community requested this response. It resembles the uncoordinated influx criticized in the second paragraph.
- D
The donors request the delay; the affected community doesn't guide it. Studying aid in the long run is not enough to supply the missing community input. Nor does the recommendation require withholding all immediate help.
- E
More corporate giving tells us how much aid might arrive, not whether residents helped determine what aid would meet their needs.
