Reading the passage

Designed offal means arranging for manufacturing scraps to go directly back into the same process or a related one. Picture metal shavings being reused instead of discarded. That reduces waste, but it still takes energy and produces some harmful by-products. So we want approval with that limitation intact.

Working the answers

  • A

Some costs remain, but the writer presents this as an improvement. Calling the step harmful misses the comparison with today's greater waste and pollution.

  • B

We aren't told it distracts anyone from the remaining problems.

  • C

Reusing manufacturing waste contributes to an industrial ecosystem. Falling short of the ideal doesn't mean it makes no contribution.

  • D
    Correct

It moves in the proposed direction without solving everything. The text says waste and harmful by-products remain, though in substantially smaller amounts than under current practices (paragraph 3). That is qualified support, just as we predicted.

  • E

We aren't given a comparison establishing this as the most practical solution to the world's environmental problems. A useful partial improvement isn't that sweeping a claim.
