Reading the passage

The first two paragraphs challenge GNP as the sole measure of economic health. The last paragraph moves from that criticism to what countries are doing about it: changing their priorities so that human conditions improve. We're looking for that practical application of the earlier argument.

Working the answers

  • A

A synthesis would combine the competing views. The ending doesn't reconcile reliance on GNP alone with the preference for human indicators. It follows the latter view into policy.

  • B

Human indicators remain the favored approach. The ending doesn't expose inadequacies on both sides.

  • C

It goes beyond summarizing. We now learn that some countries are redirecting their domestic economic efforts because of these concerns. C leaves out that move into practical priorities.

  • D

Correcting a weakness would help repair the economists' position. The paragraph instead describes a move away from using their preferred number as the sole test.

  • E
    Correct

Policy implications are consequences for what governments should try to do. The recommendation to redirect national economic efforts makes that connection explicit (paragraph 3): if GNP misses important aspects of welfare, economic efforts should focus on improving those conditions. We don't need a detailed list of laws for the paragraph to suggest that change in priorities.
