Reading the passage
A tells us what forward looking means in the sentence itself: address how an accused lawbreaker is likely to behave in the future. Instead of asking how much blame a person deserves for the past, ask what will happen next and how the justice system should respond.
What we’re looking for
Rehabilitation fits that orientation. Its purpose is to help an offender behave differently and function better afterward, rather than simply make the person suffer for a past wrong.
Working the answers
- A
Entrenched describes how firmly reliance on blame is established. It tells us how rooted a practice is, not that the practice aims to improve future behavior.
- B
Rational describes the arguments that may fail to overcome the urge to blame. An argument's being logical doesn't make it forward looking in A's specific sense.
- C
The research subjects are conditioned to think behavior is determined by physical processes. That concerns a belief they are led to hold, not rehabilitation of offenders or an assessment of future offending.
- DCorrect
Rehabilitation directs attention to what an offender will be like afterward and how future conduct might improve. That is the closest match to A's future-oriented policy. We don't need to conclude that rehabilitation is the only possible policy A would allow.
- E
The backlash is the public reaction against the rehabilitation approach. It brings the discussion back toward retribution rather than naming the forward-looking alternative.
