Reading the passage
A separates having representatives from getting responsive policy. A small group can win seats through its own party without securing government policies that serve it. So A should be skeptical that assigning seats proportionally, as B recommends, produces the responsiveness a true democracy needs.
Working the answers
- A
This praise goes in the wrong direction. A doubts that proportional representation delivers the desired policy outcomes.
- BCorrect
A says representation proportional to votes usually fails to deliver policies that serve the represented group's concerns (Passage A, paragraph 2). A would therefore question whether B's system responds adequately to all interests.
- C
A connects convergence with parties being forced to seek broad support. It describes parties focused on different segments as tending to diverge. This assigns the favored result to the arrangement A criticizes.
- D
The concession that equitable government is likely conflicts with A's concern. A also expressly discusses coalitions among nonmajority parties, rather than treating such coalitions as unlikely.
- E
This credits PR with the equitable, stable, effective results A associates with convergence. It reverses A's evaluation.
