The question

Which one of the following(9 more words not shown)

Reading the passage

We've already predicted the main point: the Act was supposed to help Native Alaskans establish ownership, but it failed. We want some version of that overall result. The ownership mismatch, language barriers, and eligibility requirements explain the failure; the later award doesn't turn it into a success.

Working the answers

  • A

The goal was to recognize individual private ownership, not traditional forms of ownership. This also makes the court ruling the payoff of the story, although the ending emphasizes what that ruling still failed to provide.

  • B

We aren't told that the Act interfered with those traditional activities. The account concerns legal ownership, not a demonstrated restriction on fishing, hunting, or mining.

  • C

This likewise adds that the land became unavailable for traditional use. It also shifts the focus from the failed ownership remedy to the creation of the forest.

  • D

The mismatch between ownership concepts matters, but it is only one part of the explanation. This leaves out the notice, language, and timing barriers that also made the Act ineffective. E captures the broader failure those details support.

  • E
    Correct

This matches our prediction. The law offered a route to legal ownership, but only a small number of applicants obtained land (paragraph 4). Its ineffectiveness in the Tongass is the point that the reasons and the limited later remedy develop.
